I'd vote for the 7-08 since you can load a bit heavier if necessary.

All your listed options would be fine for deer in PA.
Or any other states deer for that matter.
Bullet selection would be critical for the 222 Rem though!
The other cartridges would be more forgiving in bullet selection.
It's going to be more the rifle.
You said "woods walking".
But not how far that walk is, or the terrain.
In relatively flat terrain, i can/have walked miles to try to get away from other hunters. 2 miles from the truck one way happens fairly often.
In steep terrain, that distance goes WAY down.
I have a few spots that my furthest walk is about 50 yards from the truck.
These are the only spots where a heavy (8lb+) rifle is acceptable for me.
Otherwise, ounces become pounds the further & steeper you go.
